Proposed rule change for JUNIOR MOTOCROSS
1. Including the older 65cc class from the Mini class as a Junior class
2. Splitting the 65cc class
3. Allowing minor modifications to the new proposed junior 65cc class bike
4. Amending the age groupings of the 85cc MX junior class’s

Overview of the proposed changes. Incorporating the 9-11 year old 65cc class as a Junior Motocross class.  Splitting the class to account the increased numbers of competitors. Allowing minor modifications to the 65cc class, exhaust system change only, from the original homologated bike. Amending the 85cc class to allow the 65cc riders to double class and align ourselves with Australia, thus allowing an easier transition to the Junior class.

Proposed change
1. To include 65cc bikes (the older class 9-11 year) as a Junior class and splitting this class.
Reason for change. With 65cc now included in the Junior World Champs, we need to provide our riders more challenging tracks in a safe manner. At present we a few 65cc riders competing with 85cc riders. This provides a problem with size differential. With a move for 65cc in mass, this class will provide similar ages with comparable bikes. MNZ has on two occasions provided the opportunity for 65cc to race on as part of Junior competition. Both times they have had full grids and safe close racing was experienced. However both times riders that have competed on Junior/Senior tracks dominated.
This will provide the 65cc competitors experience and ultimately better and more competitive riders. They will be able to double class and adjust to the bigger tracks in safer manor.
This will require amending APPENDIX D in the competition rules only for the Junior Class to include the 65cc class and delete the 9-11 year class from the Mini Class

2. Splitting the 65cc 9-11 year old grouping in the Junior Class

Reason for change. Allow for 65cc riders to double class with 85cc class, with the revised 85cc class’s competitors can transition classes seamlessly as they overlap. We will also align ourselves with Australia. Also this is essentially the FIM World Champs age grouping.

Clubs would run a 9-12 year 65cc class on club days or split it if numbers dictate. As the existing rules allow clubs to combine or alter classes as required.
Will require amending APPENDIX D only in the competition rules with the new classes.

3. Allowing minor modifications to 65cc bikes competing in the revised Junior 65cc class.
To allow limited modification of 65cc bikes. This would permit modifying the exhaust system only, from the approved homologated bike. As rule 15-15-5.8, allowing bikes used in 65cc Junior competition to run a non OEM exhaust system.

Reason for change. Allow a cost effective entry to Junior Motocross. Fully modified 65cc can compete in the 60-85cc class. This standard 65cc bike can still be used in the Mini 7-8year 65cc class. Also with 65cc bikes on bigger tracks it will give the competitors confidence on the obstacles, and again give a better transition to the 85cc class.

Will require addition of rule 15-5-1(b) – 65cc class will be as homologated as rule 15-15-5.8. Rule 15-15-5-8 will be amended to include part (c) – Exhaust system on a junior competitor’s 65cc machine will be free.

4. Amending 85cc classes. This is to align New Zealand with our closest neighbour, Australia and in line with the age groupings for the Junior World Champs.

Reasons for Change. Giving a better overlap with the 125 and 250 classes, and the 9-11year class can include modified 65cc bikes.  Also the newly adopted 65cc will overlap the 85cc class giving competitors to transition and double class.
Also this makes selecting riders to compete in FIM completion easier, as the two older groups fall into their class.
This will require amending APPENDIX D in the competition rules only, as the revised 85cc class’s above. Also amending the age from 8 to 9 for mini transition – rule 15-10-4. Also rule 15-2-3 and 15-10-5 will need to be amended, with the age 8 changed to 9.

The amended rule changes will provide a better transition for Mini riders to Junior and align New Zealand with Australia. There would be nine Junior classes and a race weekend would increase by 2.5 hours with the additional 65cc classes. Our riders would get more experience in safe manor competing on similar sized machines.

These changes can be made with amendments to the existing rules, mainly the class’s in Appendix D and inserting a new rule relating the minor modifications allowed to the 65cc bikes.

The Mini Class would still include the 50cc bikes and the trail class as well as the 65cc 7-8year class. Long term the 7-8year 65cc class should also be included as a Junior class as they are in Australia.

It is envisaged that they would be adopted in October and implemented on 1 January 2011. This would not affect this year’s Mini Champs and it would provide clubs time to prepare for 2011.

Proposed Road Race Rule Changes

After seemingly endless revisions, the MNZ Road Race Commission is now happy that we are close enough with our proposed rules for the coming season, to send them on to you for your perusal.
Please note that these are DRAFT proposals only, and are subject to our "consultation" process, where they will be put on our website until the end of this month for submissions - at the end of this time we will consider all feedback, make alterations if required, and forward to the Board of MNZ for ratification. The Board has agreed to the Commissions request to have all Road Race specific rule changes come into effect on September 1st each year, to allow both Competitors and Constructors ample time to make allowances, another positive initiative.
Essentially we have looked at Road Racing overall, and identified areas where a jiggling of the machine requirements will hopefully result in increased Competitor numbers at the highest levels - indications are that there will indeed be an increase in numbers in the two "SuperStock" classes, and we intend that the suggested changes will result in a better defined difference between the "stock" and modified stock classes .......
Couldnt make the "Stock" bikes more stock, so have opened up the modified classes slightly to achieve this end
We have made no changes to the Class structure itself ( as we flagged earlier in the year ) as we believe the platform Paul Stewart has put in place works well, and the fact that our "production" based classes will now be more closely aligned with Australias should hopefully result in increased Trans-Tasman Competition - the public and the Press love it !

Rule Change with concern to the Presidents Grade

President Grade to follow the blue arrows except for one green arrow or green gate per section.  President riders to have green front name plate with white writing.

This system has been trialed since the beginning of 2008 and we have found it to be very popular.  It is an easy option for clubs rather than setting a whole new line and makes quite a difference to the standard of the section without much work.  Riders also know that they are only looking for one difference per section.
The green plate has worked well and is much tidier than a blue/green mix or green cross over blue.

Reason: To align the North & South Island mini/junior classes.  It is also expected that this will keep mini racing affordable to participants.
