Rule Changes

Motorcycling New Zealand reviews the rules each year to ensure they remain safe, practical and fit for the sport.

We recommend viewing the rule change flow chart first.ย  It provides an overview of each stage, from submitting a proposal through to Board ratification and publication.

When Can I submit a rule change?

Safety-related changes
Proposals that relate to the safety of riders, officials or spectators may be submitted at any time during the year.

All other rule changes
Proposals relating to class structures, competition rules or any other changes to the Manual of Motorcycle Sport (MoMS) can be submitted up until 31 May each year for consideration in the annual rule review.

What happens after I submit a proposal?

Each proposal is reviewed by the relevant Commission before being released for member consultation. The Commission may seek clarification from the proposer or recommend minor drafting changes before the proposal is released for consultation.ย 

Proposed Rule Changes - Member Consultation

Motorcycling New Zealand is committed to maintaining a transparent and effective rule-making process.ย  Members are invited to review the following proposed rule changes and provide feedback during the consultation period.ย ย  For each proposal, the current rule wording, proposed rule wording,ย  and a summary of the change, and the reason for the change (where provided) have been included to assist members in understanding the proposal.ย  The summaries and reasons are provided for explanatory purposes only.ย  The proposed rule wording shows exactly how the rule will read if approved.

Consultation Process - Member Feedback

Members are encouraged to carefully review the proposed rule changes and provide feedback before the closing date of 5 July each year.ย ย  Feedback may support, oppose, or suggest modifications to a proposal and should include any relevant reasoning or practical considerations.
All feedback received will be considered as part of the rule review process.ย  Where the volume, complexity, or significance of feedback warrants further discussion, Motorcycling New Zealand may convene one or more online member consultation sessions to provide an opportunity for members to discuss the proposed changes, ask questions, and share their views before the proposals proceed to the next stage of review.

Collation and Distribution of Feedback

At the conclusion of the consultation period, all feedback received will be collated and provided to:

  • The proposer of the rule change
  • The relevant Commissioner(s), where they are not the proposer; and
  • The rules appraisal committee

This ensures that all parties involved in the development and assessment of the proposal have the opportunity to consider member feedback before any recommendations are made.

Rules Appraisal Committee Review

The rules appraisal committee will review each proposed rule change, together with any feedback received during consultation.

The role of the Committee is to assess the quality, clarity, consistency and practicality of proposed rule changes.ย  The Committee may recommended amendments where it determines that:

  • The proposed rule conflicts with an existing rule, the MNZ Constitution, or applicable legislation
  • The intention of the rule is unclear or inadequately expressed
  • The wording is ambiguous or may lead to inconsistent interpretation
  • The rule cannot be reasonably implemented, administered, or enforced by officials
  • The rule does not align with the accepted principles of natural justice in New Zealand
  • The proposal would create unintended consequences or practical difficulties or
  • The drafting, English, grammar requires improvement

The Committee may also suggest modifications to improve the effectiveness, clarity and consistency of a proposal while maintaining its intended purpose.

Board Ratification

Following review by the Rules Appraisal Committee, proposed rule changes will be submitted to the MNZ Board for consideration and ratification.ย ย  The Boardโ€™s role is to ensure that the appropriate process has been followed and that any proposed rule changes are in the best interests of Motorcycling New Zealand and the sport as a whole.
The Board may approve a proposal, decline a proposal, or refer a proposal back for further review where significant governance, legal, operational, strategic, financial, safety or reputational concerns are identified.

Publication of Approved Rule Changes

Once the Board has completed its review and ratification process, all approved rule changes will be published on the MNZ website and communicated to members.
Where applicable, implementation dates, transitional arrangements and any supporting guidance will also be published to assist members and officials with the introduction of the new rules.

This page provides the official record of all rule amendments and updates that have been approved since the publication of the current Manual of Motorcycle Sport.ย ย ย  The current manual (edition: 2025-2026) was published in February 2026.ย 

Important:
The online and mobile app versions of the Manual of Motorcycle Sport are updated to include approved rule amendments as they come into effect. If you use a printed copy of the Manual of Motorcycle Sport, you should refer to the amendments published below and note these changes in your Manual to ensure you are using the current version of the rules.
